Okay, I'm attaching some construction photos, and please feel free to ask any questions or for any clarification!! I started out using a half-mannequin (that I picked up at a thrift shop) as an armature, but in the past I've used balloons and other things that are approximately the size and shape of a human head. I covered the armature with aluminum foil, and then used the foil to "sculpt" the shape of the head (including crunching it up in places, etc.), using masking tape to hold it all together. For this mask, the jaw is actually a separate piece, which is held to my head with elastic, so as I was working on the mask I periodically made sure that it fit over my head and that the separate jaw fit, etc. Once I had the shape I wanted (after many layers of foil and masking tape), I covered the entire thing with papier mache, by dipping strips of newspaper in a mixture of water and Elmer's Glue-all glue (you can also use starch instead of glue), to make it smooth and stiff. For the eyes, I put pieces of white cardboard over the eyeholes in the mask - the cardboard had holes cut in the middle, which I covered with brown pantyhose material so that I could see through them without my real eyes showing. Once the papier mache dried, I covered the entire thing with pieces of fake fur (glued it on, no stitching), added details with fabric paint, etc. The teeth are made out of Sculpey modeling compound, and the whiskers are fiber optics that I found at a craft store.
